Assembly Print 1368A, an act to amend the Public Service Law, was laid aside during Senate floor consideration at the request of Sen. Lanza. The bill did not proceed to a vote.

The Senate passed legislation amending the Public Service Law to require phone, cable, and internet providers to allow customers to authorize third-party notification of bills and account information, on a vote of 46-15. The bill, Assembly Print 1368A, was initially debated on the controversial calendar before being restored to the noncontroversial calendar by consent. Sponsor Sen. Parker characterized the measure as a consumer protection issue that codifies an existing industry practice into law to ensure protections are not left to corporate discretion. Opponents, led by Sen. Borrello, argued the bill solves a non-existent problem and could expose companies to liability and class action lawsuits, ultimately raising consumer costs. Fifteen senators, all Republicans, voted against the measure. The bill takes effect 180 days after becoming law.
