The New York State Senate passed Assembly Bill 8896, the state budget bill amending Chapter 53 of the Laws of 2025, by a vote of 45-14 late Thursday evening. The bill was substituted for the identical Senate Bill 8438 following acceptance of a message of necessity, allowing the chamber to bypass normal committee procedures. All 14 votes in opposition came from Republican senators: Borrello, Canzoneri-Fitzpatrick, Chan, Gallivan, Helming, Lanza, Mattera, Oberacker, O'Mara, Ortt, Stec, Tedisco, Walczyk, and Weik. The budget bill had been temporarily laid aside earlier in the evening before being called up for final passage after party conferences.
