The New York State Senate passed the Justice for Heroes Act on a 60-0 vote, legislation sponsored by Sen. Webb that would grant veteran status under state law to members of the New York Air National Guard, Army National Guard, Naval Militia, and Guard who participated in World Trade Center rescue and recovery efforts following the September 11, 2001 attacks. The bill covers approximately 6,716 service members who provided security and logistic support at the World Trade Center site, Fresh Kills Landfill, temporary morgue facilities on Manhattan's West Side, and related operations including equipment repair and barge operations between Manhattan and the landfill. Webb said the legislation honors those who risked their lives for weeks, months, and years in the aftermath of the attacks and would enable them to receive veteran benefits as New York State residents. The measure takes effect on the same date and in the same manner as Section 60 of Part PP of Chapter 56 of the Laws of 2022.

Webb noted that Air National Guardsmen were the first U.S. military members to respond, scrambling aircraft to intercept the hijacked planes, while Army National Guard members rallied at armories in support of the NYPD and FDNY. Sen. Walczyk cast the sole dissenting vote. The legislation takes effect on the same date and in the same manner as Section 60 of Chapter 56 of the Laws of 2022.
